I am trying to find out the name of this blue little muppet that looks like pepe and makes random appearances in some of the muppet films (like just walking across the screen).

When you said 'random blue Muppet', this is the first character I thought of:

He doesn't look much like Pepe, but he did have brief appearances in the movies.
