Trying to remember the name of an old PBS show

This came to me as I was on Discord yesterday and I asked on the Lost Media Wiki and TOMT reddit but no one has been able to help me so far (which I find to be unbelievable because to me it was a pretty common show that they even showed in school once or twice)... simple Google searches won't bring it up either. It was simply a show involving a cartoon red balloon with a face against a blue sky which would serve as the intermittent segment between showing how things were made (mostly in factories). It was probably a '90s show that was shown well into the 2000s... it's not How It's Made or How Stuff Works; it has to be older than both of those.
