It is raining outside, Big Bird and Cookie Monster are inside Hooper's Store, complaining about the rain, but Mr. Hooper convinces them that rain is important. Big Bird then imagines the rain being made of birdseed instead of water, while Cookie Monster imagines the rain being cookies instead.

Oscar takes a walk outside in the rain. However, as much as he lieks the rain, he imagines it being made of garbage instead of water (but doens't think about acid rain). After imagining it, Oscar laments that regular rain just isn't as fun anymore.
