The title of that one truly was "Sesame Street Special" from 1988. I'm sure you'll be happy to know that it'll be available on DVD on August 5 (under the title "Put Down the Duckie").

The "dude" was Phil Donahue and he was surprisingly entertaining on the Street. The celebrity version of "People In Your Neighborhood" was excellent too!
