Sesame Street CDs/Video design

So, while searching for some Sesame merch, I noticed something about the designs of a few CDs and DVDs, what I noticed is that when something from the 90's or earlier get re-released and has Elmo on the cover, they photoshop Elmo's head to look like modern day Elmo. It's really not a big deal but I just found it interesting. I'll put some examples below.

These are only a couple of examples, but when I see this happening, Elmo is the only one to get the change, I wonder why.

Back around 2001, there was a Muppet group picture from the 1970s that suddenly had Miss Piggy's head replaced with a more modern Piggy head, while the rest had the same heads as in the original photo.
