Rugby's voice

I was thinking about this today. Rugby from The Christmas Toy has a very distinctive accent, but I can't put my finger on what it is exactly. Anyone know?

Don't know about the accent Princeton,but Dave Goelz is the voice of Rugby.Dave is from California,but accent,couldn't tell ya,sorry.

Suprised nobody else replied to this, or has even noticed Rugby's unmistakable foreign accent! Then again, I feel like I'm the only one who likes TCT.

I also like The Christmas Toy that and Muppet Musicians Of Bremen are two of my favorite Muppet specials, and I know what you are talking about but I really can't explain it.
