Red Frggle's hair

Does anyone know how Red's hair works? I'm reasonably sure I understand how Wembly or Boober's hair is constructed, but have no idea what's keeping Red's hair up in the two ponytails? Is there a styrofoam ball or wire armature in there?

I'm not building one, I've just always wondered about it.

I don't know, but I would have guessed a wire too, since when she's sad the pigtails can twist downward.

I think it would be wire..anything else might not move enough... I always wondered what the lighter hair like Boober's was made of though..I don't know much about puppets at all:\..
