I am wondering who provided the vocals for the film/song segment "What Do People Do All Day?" He sounds like an African-American guy.

I believe the same guy did the vocals for the film/song segment, "Come one and come all to the harvest ball". That segment has yet to appear on YouTube.

Maybe it could've been Buster Jones (the voice of Black Vulcan on the Super Friends.)

I took a listen to it, and no, it doesn't sound like BV. He sounds more like one of the pop singers at the time.

There were comments suggesting that the vocalist sounded like that of an African-American. We all know it's a male.

Other comments suggest it may have been either Gordon or Luis providing vocals.

Definitely not Roscoe or Emilio singing that song.
