Not taking anymore new members?

I have a friend on another site who really wants to join MC but when she tried last month she got a message saying that the administration weren't taking anymore registrations or something.

Does anyone know why this happened. I thought MC welcomed one and all but this seems a bit odd to me. Are there any reasons for this closing of the doors? Does anyone know if it is permanent or temporary?

Any clues greatly appreciated.
