Hey I'm just wondering if there was ever a full body version of the Newsman because I never seen one before?

That would be a fun idea for Halloween...

So, basically, I just need to hide most of my hair and wear an ugly plaid suit jacket.

I think he does have legs as I think he got picked up from his desk and dropped down or fell over the front of it or something. But there might not be a photo puppet version of him.I guess for reference, there is the Palisades figure, or if you wanted to do a costume, why not make him complete with a mobile desk!(A large cardboard box held by braces under the jacket).

I would definately use the Palisades action figure as a reference for his lower half. The rare times we saw his legs were so brief that even if you freeze framed a screengrab you'd just get a blurred shot because he's moving so quickly (either falling down or being thrown up)
