Roosevelt Franklin looks like he could have been Ernie's little cousin or relative of some sort. The hair, the striped shirt. To me they look slightly similar. If Roosevelt Franklin wasn't given an official name & character personality, perhaps he could have been used in a few skits that pertain to Ernie. Just a wacky thought.
