Fraggles & there eyes

Hi all I'm going to try and make a few fraggle puppets at some point when I can afford too. Ive been watching all the fraggle rock series and have noticed that gobo and mokie both have the eye mech to raise there eye lids right back if needed on a few scenes and I would like to try and make an eyelid mech I think I have worked it out but will need to experiment and try it when it comes to it. I have seen a few diagrams here and there for it.

The thing I can't work out is how are Wembleys eyes done?? They seem to be able to move in all directions well the black pupils anyways. Has anyone got any ideas on how I could make an eye mech that could do that or similar ??
Just a thought but would be a cool thing to do if I could he looks so funny when his eyes are rolling around all over the place lol.
