Fraggle Puppet Shape

I am currently working on creating puppets for my musical theatre troupe. I am wanting to create a character that has the same shape head as Red, the Fraggle. Does anyone have a suggestion on how to create that shape. I do not want to create Red I just like her shape a lot. Any help would be appreciated I have been trying to use the Project Puppet patterns with no avail.
