Although Rowlf is the right species for Toto, I think Pepe would fit the part better in terms of size and, more importantly, personality (Not that Toto had much of a personality, but if he did, I could see it being more like Pepe's than Rowlf's).

Rizzo would make a better Toto. Hisd humor fits more. Plus he's small too. Rowlf wouldn't fit in that tiny basket Dorthy carries Toto in. Pepe just doesn't fit to me.

Better role for Rowlf

I would definitely like to see Rowlf in the movie, but for Toto I think that Pepe is more appropriate ... and Rizzo better than Pepe. Toto is a role for a pint-sized troublemaker.

On the other hand, Rowlf would make a GREAT Wizard. Can't you just see him in the Emerald City piano bar?
