I was going through an old tape the other day, and noticed I had taped over an old Sesame Street episode (circa 1992 to be exact) except for the closing street segment that featured Mama Bear playing a game with Big Bird, Prairie Dawn, and later Gina with her favorite word - "park".

And I got to tell you, that was DEFINITELY David's voice I heard coming out of Mama Bear's mouth! Did he used to do both Baby AND Mama Bear?

according to Muppet Wiki the character you saw was Flo Bear. The puppet was later reused as Mama Bear. David Rudman did perform Flo BUT at the time the character was not Mama Bear.

Flo Bear... Oh, yeah, okay, Prairie Dawn DID refer to her as Flo Bear, but since they all were pretty much talking at the same time at that moment, I assumed that I just wasn't hearing her clearly trying to say "Mama Bear".
