What i've been doing is bunching them up with removable tape on the bottom about 1 inch up then using a pool of hot glue to bunch them together and then hot gluing the lump to the puppets head . also one piece at a time and gluing that to the fabric

Hey this method seems fine! Perhaps one should glue them to a tiny piece of fleece first and then glue that fleece to the puppet? only so that one doesn't destroy the puppet if it goes wrong...

I think that would work. for like a 'Red fraggle' type of look. If you want the feathers to look more like human hair, I'd make a wig template out of a color of fleece that coordinates with the feathers (that way the hairline hides a bit when you attach it.) Then attach a strip of the feathers starting at the nape of the neck (where the head attaches to the neck, or the bottom back of the wig.) You can either sew them or glue them. Next, move up a little bit and put another strip of feathers parallel to the first set. Remember, as you start moving into the areas that cover the 'sides' of the head to lay the strips of feathers in a wide 'u' shape. Keep layering feathers all the way up, and it should resemble hair. Fluff them, and you're ready to go.
