Telly is trying to get oscar to drink water or something. im not real sure because i saw it on plaza sesamo. this show is great for classics!

That clip may have been from the water shortage episode, which was is from Season 23. 1991-1992

maybe. i remember it started with it raining and telly looked sad and then it cleared up and telly knocks on oscars can
