For sure, Sam the Eagle! Why? I love his role as a sort of "censor" in TMS, trying to keep the show "cultural", and hating most of the guest stars, and even trying to stop Madeline Kahn from doing TMS until he realizes "she's one of them", and his roles in MTI and especially MMW cracked me up...
Scooter seems to be the one with me. Though his character didn't do much in TMM, GMC, or MFS, and he wasn't in MCC, MTI, MT, or JHH, I will always love his "gofer" role in TMS, VMX, TM'11, and MMW.
I don't know why I'm fanboying over a random background character, but I think the moose could have been someone. I imagine him being some guy who appears on every wall everywhere the muppets go, and he annoys and tricks them all!
