Question about Snuffy's Puppet Form

Does anyone know how this puppet was built? I know that the two puppeteers inside have to wear harnesses - I was just curious as to how the costume was constructed.

According to the mini celebration 40 years of life on the street they store the puppet Hanging from the ceiling in the Shows studio in Queens, New York

Haveyou ever seen the two-man horse costumes? I've always figures he was made like that, but bigger. maybe with a shoulder harness for the head.
