Probably because the show was to consist of the kids and their imagination only.
I don't know why, but I always pictured her face to look like baby Beaker's, but with Bunsen's rimmed glasses, long green hair and non-visible pupils... I actually thought I had seen this before, but it's just a false memory.

I mean, it’s common with many cartoons to show only bodies of a character.

I love that we don't see her face, it makes Nanny much more of a mysterious character. Just think... her face could look like ANYTHING or ANYONE!

Maybe so there's more focus on the kids. Though there are some other shows that didn't show the parents at first and showed them later, like The Loud House.
