And as far as any licensing goes, wouldn't that be more of a factor if revenue is being generated by commercially releasing or syndicating the episode?     The best way I can describe it is like a subtle ringing tone, similar to a "tinnitus" effect; it's not overbearing, but just enough to distort the upper frequencies of the audio.
