I have used SOC and found it is very good in limited circumstances. It is flexible, but not to the point that it would be good at a joint on a puppet. It will help your foam to last longer but you will sacrifice suppleness and performance under certain circumstances.

You can use dyes but consider your material. Test a small patch of fabric to see whether or not it will hold the dye. Then remember with dye that you have to make it darker than you think because a great deal of color washes out. I just use a high quality acrylic and spray it in thin layers. You...
I would be more concerned about your "other" materials, since puppets are rarely made of pure antron. Antron is a synthetic material so water does not have much of an effect other than if you just get parts wet, you might get water spots. But if you are using foam-core board etc., these may be...

Just a note - If you want to paint the foam, don't forget to use a sealer first and then paint them. This should solve your problem with soaking. I have found that a good primer will do the job and then I just grab my airbrush and have at it :)

If your just starting - resin might be an easier and safer way to start. It is very easy to make a half-round mold and fill it with colored resin.
