That depends on what your puppet's legs are made out of, and if you want them to stand permanently, or just in between shows. If they are resin legs, then you could wrap tape around the knee joints, or glue them if you want it permanent. If it is a soft puppet, then you will need a doll stand and put the holder around the waist and adjust the height so the feet touch the ground.
