you know i was going to post something about this, 1971 could be right. it's probably less likely because while we now videotape did exist back then, it wasn't used as much. while i'm not an expert on this, apparently up untill the 80s or maybe even late 70s if a show like SS went out of the studio to record something, film would for the most part be used. same with TEC, Mr. Rogers when he would show something on picture-picture and the guest segment you'd see on Zoom would of all been on film. there was either no hand held video equipment and for things such as what i mentioned, including news stories, it was probably easier to use film and for stuff done on videotape outdoors probably required more equipmentor whatever.
of course seeing the SSU on noggin they began using videotape for their opening sequences as early as 1972 wich is interesting in it's own right.
Yeah, it did look like an 80s Big Bird in that clip though. I thought around 1971, Big Bird would have had more of an early Big Bird look, but I guess it's possible.

In response to the op's 3rd question...
I am the bird who's in command
Of this entire Navy
From where I stand you can't see land
The ocean's wide and wavy
So grab a sailor suit and you
Might learn to love the color blue
A sailor you will be
With Admiral Bird, that's me
We're off to sail the ocean wide
So batten down the hatches
We'll weigh the anchor starboard side
And fasten up the latches
We'll swab the deck and trim the sail
And maybe you will see a whale
When you are out to sea
With Admiral Bird, that's me
I give the orders
And you do what I say
I'm in charge of everything
Cause that's the Navy way
I'll do the thinking
So put your mind on ice
I'm the only admiral
That's nautical but nice
Now keep your eye from starboard bow
And don't ignore the compass
And set a watch upon the prowl
So pirate ships won't jump us
Then hoist the jib and shout "Avast!"
And scramble up the mizzenmast
You'll love it on the sea
With Admiral Bird, that's me
Ahoy!
